Willingness to Pay and Willingness to Accept Payment for Natural Forest Protection in Northern Vietnam (Doctorate project/2011 - 2015)
The research aims to evaluate payments for natural forest protection in Dinh Hoa district toward sustainable forest management; to identify factors that influence the local behaviors; and to provide empirical suggestions for a possible amendment of current payment policy to meet the local expectations.
Setting up protected areas in order to combat tropical deforestation and biodiversity conservation has been wide-ly practiced. In order to balance individual well-being and habitat preservation and to encourage the involvement of local people in protecting natural resources, direct payment is an effective way to compensate the cost of resource maintenance. Direct payments to households which are contracted natural forests have been implement-ed in Vietnam since 1998. However, the payment of VND 100,000/ha/year ($4.8) is insufficient to fully com-pensate opportunity costs of forest management and thus, does not motivate the households to manage forest in sustainable way
The research aims to evaluate payments for natural forest protection in Dinh Hoa district toward sustainable forest management; to identify factors that influence the local behaviors; and to provide empirical suggestions for a possible amendment of current payment policy to meet the local expectations.
In a case study in Dinh Hoa district, we have undertaken a valuation exercise to understand the local preferences toward sustainable forest management using contingent valuation method. We conducted a willing to accept (WTA) survey in Dinh Hoa district to debrief the expectations of forest allocated households of compensation for forest protection and management. Likewise, a willingness to pay (WTP) survey was made in Thai Nguyen province to understand preferences of the rest of population toward sustainable forest management and estimate their WTP for forest protection in Dinh Hoa district.
